Digital Climate Information and Adaptation: Rural Farmers’ Experiences of Barriers to Action in Pakistan

Abstract

Aim of the Study: Rural farmers can often access digital climate information,  but access does not equate to adaptation. This study explores farmers’ experiences of barriers encountered in the transition from digital climate information to adaptation action in the context of Rajanpur district, Punjab. 

Methodology: A qualitative approach was used, based on four focus group discussions with 32 purposively selected farmers. The discussions were audio-recorded, transcribed, and analyzed thematically. Five themes emerged: access to digital climate information, making sense of information, trust and credibility, social and institutional contexts, and practical constraints on adaptation.

Findings: The findings show that farmers assess digital information through their experience, local knowledge, social networks, and trusted sources. Information may be understood and accepted but still not acted upon because of weak institutional support and limited access to credit, inputs, water, labor, and machinery.

Conclusion: The study shows that the information-to-action gap is shaped by more than access to information. It also depends on how information is understood and trusted, the support available to farmers, and their practical capacity to act.
